In India there are 4 principal holy places associated with the life of the Buddha and all of these 4 are places of pilgrimages for Buddhists of all over the world. There is Sarnath, Lumbini, Kusinara and of course there is Bodhgaya.
Around 1994, Sangharakshita, the founder of Friends of the Western Buddhist Order (FWBO) and Trailokya Mahasangha Sahayak Gana (TBMSG) instigated the purchase of land at Bodhgaya.
